Filming Permit

The City of Glendale's Filming Permit was created in order to allow and assist filming of motion pictures, television productions and commercials in the City, while protecting the safety, property and convenience of the City's residents, businesses and visitors.

This page will provide you with general information about the filming permit and procedure for obtaining one.

Applying for a Filming Permit


A. Before filming in Glendale for educational, entertainment or other commercial purposes, you must apply for a filming permit at the City Clerk's Office in person or by fax. The fax number is (818) 241-5386. Office hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m. and Fridays, 8:00 a.m. to 5:00 p.m. You will be required to complete an application providing detailed information about the proposed filming. It is recommended that you apply for the permit at least three working days prior to the filming if use of City services or property is requested and two working days for other filming.

If the special event requires City park usage, in addition to filing an application with the City Clerk's Office, an application must be also be filed with the Parks, Recreation and Community Services Department. B. A plot plan of the area where the filming will take place must accompany the application. The plan must be on 8 ½" by 11" paper and shall show the location of all roadways, parking, structures and access points in the area of filming and how equipment location, vehicles and filming activities will relate to the area.

C. Before a permit can be issued, you must submit an insurance certificate ($500,000 minimum coverage) naming the City as "Additional Insured" and specifying that insurance as "primary". In addition, the certificate must have an additional insured endorsement or binder, or an amendment to the insurance policy (duly executed by the insurance company itself) authorizing the agent to modify the certificate to comply with requirements. Additional coverage may be required if deemed necessary. Contact the City Clerk's Office for appropriate wording required on the certificate.

D. When applying for the permit, the City Clerk's Office will provide a Filming Permit Neighbor Verification Form. This form must be signed by all residents and businesses within 500 feet of the proposed filming site, and any residents and businesses whose property is in front of parking being requested. Residents will be asked to indicate on the form whether or not they object to the filming. This information will be used by the City in evaluating the potential inconvenience to the neighborhood when reviewing the application. The applicant will also be required to complete a Filming Permit Neighbor Notification Form and provide a copy to each applicable resident. This form provides information on who should be contacted if any problems arise associated with the filming.

E. A $150.00 application fee is required. If the applicant is a charitable organization or a student working on a class project, the fee is reduced to $100. If City property will be used, an additional fee of $400.00 per day is charged. In addition, if any changes are made to the application during processing, the applicant must complete an Application Revision Form and pay a $50.00 application revision fee.

F. The Glendale Fire and Police departments will both review the application and determine if Fire and/or Police personnel should be assigned on-site for safety purposes. If it is determined that public safety services are necessary, the applicant must pay an hourly fee for the personnel based on two times the salary for their classification. Any other City personnel required or requested will also be charged at this rate. A minimum of four (4) hours for each City employee assigned will be charged. The Fire department may determine that no standby Fire personnel are required, but that an inspection will be sufficient. In this case, a $75.00 inspection fee will be charged.

G. If parking on the street or in public lots is requested for the filming, the applicant must install "NO PARKING" signs 24 hours prior to the filming. A refundable deposit of $250.00 and a fee of $4.00 per sign will be charged. Signs may be obtained from the City Clerk's Office when picking up the permit. Applicants must use City-provided signs. You will be given instructions specifying how/where the signs should be placed. All signs must be removed immediately following the time period authorized by the permit and returned in order to receive the deposit refund. A charge of $10 per sign per day will be required for signs left on-site after this period.

H. City staff will review the application to determine if the filming may create any potential threat to the public's safety, health or welfare. If the application is approved, the City Clerk's Office will notify the applicant that it is ready for pickup.

I. If City personnel have been assigned to the filming and actual filming time is different than that estimated on the application, the applicant will receive an invoice or refund approximately three to four weeks after the filming is completed.
