I can’t afford to pay rent for my small business. Can the City help me?
The City does not offer commercial rent subsidies. However, the City of Glendale took action on March 18, 2020, that prohibits landlords from evicting tenants during this local emergency period if the tenant is able to show an inability to pay rent due to the circumstances related to the COVID-19 pandemic. I cannot pay my employees. What relief is available?
California Employment Department (EDD) is offering Unemployment Insurance benefit payments, Paid Family Leave Claims, Disability Insurance Claims, and a Work Sharing Program. If your hours have been reduced or you cannot go to work because of school closures and you have to take care of kids, you can still file for a claim and based on the case they will see if you qualify.

My business has been significantly impacted by COVID-19. What financial assistance is available?
The City of Glendale is not currently offering any financial assistance at this time, but there are many resources on the LA County, State, and Federal websites. The U.S Small Business Administration (SBA) is offering a Disaster Assistance Loan, which provides up to $2 million in assistance to a business. Small businesses impacted by this pandemic are strongly encouraged to apply. California's Small Business Finance Center website contains information on where and how small businesses can access financial products including loan guarantees and direct loans. California also maintains two credit enhancement programs to help small businesses obtain loans from traditional and nontraditional lenders, including the Small Business Loan Guarantee Program and a Small Business Loss Reserve Program.
Employers experiencing a slowdown in their businesses or services as a result of the coronavirus impact on the economy may apply for the UI Work Sharing Program. This program allows employers to retrain their employees by reducing their hours and wages that can be partially offset with UI benefits, as an alternative to layoffs. I own a salon. Can I still be open?
As March 19, 2020, salons, spas and any beauty related establishments are mandated to close.
Will the City temporarily suspend parking enforcement?
As part of the emergency response to the novel coronavirus (COVID-19), the City of Glendale has suspended parking enforcement of street sweeping restrictions in residential areas through the emergency period. However, parking in red zones, fire lanes, and blocking driveways is prohibited, and may result in your cars being towed. Be courteous and use common sense.
I lost my job. What resources are available from the City?
If your employer reduces your hours or shuts down operations due to COVID-19, you are encouraged to file a UI claim. UI provides partial wage replacement benefit payments to workers who lose their job or have their hours reduced. Please refer to the following resources for information on UI benefits:
For technical assistance with applying for UI, call the Employment Development Department (EDD) at 1-800-300-5616 between 8:00 AM and 12:00 PM Monday through Friday. You may also file a UI claim online. The fastest method to apply is online.
If you cannot work because of school closures and you have to take care of children, you may be eligible for unemployment benefits.

What unemployment benefits are available to me?
EDD is offering Paid Family Leave Claims and Disability Insurance Claims. If you have a family member who becomes sick while you are out of work, you can apply for a Paid Family Leave claim. PFL provides up to six weeks of benefit payments to eligible workers who have a full or partial loss of wages because they need time off work to care for a seriously ill family member. File a PFL claim.
If you’re unable to work due to having or being exposed to COVID-19 and if you have the necessary supporting medical documentation, you are encouraged to file a Disability Insurance (DI) claim. DI provides short-term benefit payments to eligible workers who have a full or partial loss of wages due to a non-work-related illness, injury, or pregnancy. File a DI claim. Is the City offering support for utility payments? Glendale Water and Power is offering payment extensions, and will not disconnect service at least until the end of April for people who are not able to pay.
